Staff acknowledged a reported upload problem and said members may email supplemental materials or submit a paper application if they are technologically challenged. "If that's the case when you try it, then please feel free to send it to staff, and we'll put it as part of the packet that we'll present to the city commission after the April election," staff said.
Board members asked whether the online form would exclude residents who cannot apply electronically; staff confirmed paper submissions remain an option and offered to assist applicants in person. The board emphasized outreach to encourage qualified residents to apply. Staff set the reapplication deadline as March 31 and said it will resend the application link by email.
