Spring Hill authorizes engineering study with Columbia to assess conveying wastewater; board approves $120,000 reimbursement

The Spring Hill Board of Mayor and Aldermen unanimously approved two resolutions on Jan. 5 to study and potentially pursue a regional solution for wastewater treatment with the City of Columbia.
City Administrator Carter Napier said staff proposes a reimbursement agreement to pay Columbia for preliminary engineering and analysis — an amount staff estimated to be "in the neighborhood of $120,000" — to determine whether Spring Hill could convey sewage to Columbia’s treatment facilities to relieve local capacity pressure.
Napier said a second resolution would authorize staff to start drafting an interlocal agreement that would set terms for construction, timeframes, costs and the amount of sewage to be conveyed if the analysis supports the concept. Vice Mayor Linville praised intergovernmental cooperation and specifically thanked Columbia’s mayor and staff for working on a potential "win-win" regional solution.
Aldermen asked whether costs would come from utility funds or capital-improvement budgets; staff said initial evaluation costs would be covered from funds set aside in the utility (Spartan) division, with any larger construction projects to be tracked with project numbers and separate budget actions if they advance.
Both resolutions (26-14a, reimbursement; and 26-14b, authorization to pursue an interlocal agreement) passed 9–0.
Next steps: the engineering study will be performed by the City of Columbia under a reimbursement agreement; staff will return with analysis and a draft interlocal agreement if the data support moving forward.
