Staff noted that if the board wants discretion to hear cases where an applicant is not present, the bylaws language should be adjusted to reflect that discretion rather than mandating presence.
After questions and clarifications from board members about the applicant-presence requirement and staff attendance, a motion to adopt the revised bylaws was made, seconded and approved. The board then conducted officer elections as required by the bylaws: the chair was confirmed to continue in the role, and Art Davis was nominated, seconded and approved as vice chair.
The board adjourned the meeting after completing the bylaws vote and elections.
