Trenton Council approves market permit, grants, contracts and labor agreements in unanimous votes

At its March 23 meeting the Trenton City Council approved a series of routine permits, grants, contract extensions and labor-authority actions in a series of unanimous motions.
The council granted the Vintage Market permission to operate the Trenton Farmers Market at the city-owned lot at West Jefferson and Elm Street on Thursdays, May–September 2026 (2 p.m.–7 p.m.) and approved the American Legion Auxiliary Unit 426’s annual poppy distribution in May under police department direction.
City staff presented two grants: the Michigan Arts and Cultural Council award of $6,400 to support mural projection mapping at the 2026 Trenton Art Festival and a Fiscal Year 2024 State and Local Cybersecurity Grant of $78,372 (applied for December 2024). Human Resources Director Perry said the cybersecurity funds will be used to implement multifactor authentication and to migrate the city web domain from .com to .gov; the grant term runs from January 2026 to Sept. 30, 2028. Both grants were approved and will be recorded in the appropriate revenue accounts.
Public works staff requested a one-year contract extension with Savone Cement for concrete street work, citing a city-engineer recommendation. DPS Director Sargent told the council the extension includes an "average 11% increase due to the rising cost of concrete and aggregate." The council approved the extension under the original contract terms. Director Sargent said smaller repairs begin in early spring and major road sectioning is scheduled to start after July 1.
Staff also presented post-bid cost changes and recommended subcontractor awards for the Trenton Police and Fire Station projects, with attached documents showing approximate final contract amounts of $2,222,116 for the fire station and $1,419,951 for the police station; the council approved the awards and cost adjustments.
On labor matters the council authorized the mayor and city clerk to sign final collective bargaining agreements with the Trenton Police Officers Association and the Trenton Inspectors and Lieutenants Association covering noneconomic items for the July 1, 2026–June 30, 2028 term. Mayor Rezeppa was authorized to execute the agreements after finalization.
The council also approved routine financial items, including authorized disbursements for March 23, 2026 totaling $2,745,373.41 and the February 28, 2026 financial summary and reports. All of the listed motions were moved, supported and recorded as "unanimously so ordered."
