The Richmond Company presented a planned development final application for a roughly 204,000‑square‑foot building at the Spring Hill Commerce Center and agreed to address a set of outstanding utility and access issues before the project can move to a voting meeting.
Spires, a city planner, told the commission that staff considers the applicant’s sewer study and many design items adequate but that coordination with Emtek on the existing 40‑foot easement, documentation of line abandonment/relocation, and a timeline from Murray County for off‑site water improvements are still missing. Staff also recommended adding a monitored flow meter to ensure the building’s maximum site flow (5,865 gallons per day) is not exceeded.
Phil Pasta, representing the Richmond Company, said the developer has been working with staff and consultants and expects to provide updated rear‑façade renderings and circulation adjustments with the next resubmittal. He said Murray County plans to bring water capacity to the site by late 2026–2027, which would dovetail with the project schedule.
Commissioners asked staff to draft conditions that tie later approvals — such as building permits or certificate of occupancy — to resolution of the Emtek relocation and Murray County water improvements. Mayor Fitter suggested requiring a preliminary plat and high‑level parcel sketch to show how truck access will tie into future development of the southern parcel.
Staff will complete its review of a revised access study and return an update at the voting meeting; the commission indicated the item could be placed on the consent agenda provided applicants satisfy staff conditions.
