The Northampton County finance committee met March 18, 2026, where Controller Brzezinski presented summaries of 10 reviews and recommended procedural improvements. Brzezinski said five hotel-tax compliance reviews uncovered $4,705 in errors across five hotels, largely among smaller properties, representing roughly 1% of the taxes those properties reported. He also summarized agreed-upon-procedure reviews of cash-collection processes (generally compliant), a grant review (early submissions strong; later submissions required follow-up documentation that resolved issues) and a key-card-test of 150 transactions in which about 10 initial exceptions were investigated and mostly resolved.
“Initially, I was a little concerned that we were finding a lot of errors in these reports … I was puzzled by it,” Brzezinski said, adding that smaller properties’ low-level staff sometimes prepare filings and that management typically accepted audit findings and paid amounts due. He recommended implementing best-practice documentation steps and follow-up where appropriate.
The committee reviewed Administrative Code Article 13 contract items and the chair said the council was being asked to concur with the county executive’s recommendations to approve contracts with HT Lyons Inc., Patriot Workwear and 10x Software Solutions / Data Center Warehouse; the chair noted these items were on the agenda and did not require motions that night. No committee questions were recorded about those contracts in the transcript.
The committee also heard a proposed contingency-account transfer: a $15,000 transfer from the 2026 council contingency account (500076050) to ArtsQuest to expand a Soberplatz at Music Fest 2026. The chair said Commissioner Vargo Heffner introduced the item but was not present. Committee members asked how the contingency fund is used; one member said the fund is $200,000 annually and that approving ArtsQuest’s request would reduce the council contingency balance to about $185,000.
