Port Richey CRA approves authorization to sign purchase agreement for Springer Drive parcels
Summary

The Port Richey CRA voted to authorize the executive director to execute a purchase agreement for combined parcels at 6319 and 6345 Springer Drive, a site staff said will be used in part for a planned reverse-osmosis water plant.
Staff presented appraisal summaries showing two professional valuations included in the packet (reported in the packet as approximately $1,403,000 and $1,390,000) and said the seller’s asking price was $800,000. Staff cautioned that the combined 3.8-acre parcel would not by itself accommodate all potential plant infrastructure and that additional parcels or well sites would remain under consideration.
Why it matters: The acquisition is a step toward siting long-term water infrastructure. Board members and staff discussed title issues for the seller’s special warranty deed and recommended securing title insurance as part of closing to protect the CRA from prior liens or defects.
Board action: A motion to designate the executive director as the authorized agent to sign the real estate purchase agreement was moved, seconded, and passed by voice vote.
Next steps: Staff said they will proceed with closing steps, include title insurance as part of the transaction, and continue coordination with legal staff to ensure CRA-eligible expenditures for the acquisition and any subsequent site development.
