Summary
On March 23, 2026, Hoffman Estates committees approved a set of procurement resolutions: the village will buy four heavy-duty truck chassis for up to $605,380, participate in a State joint road-salt purchase (requesting 3,400 tons), award a three-year landscaping contract not to exceed $250,000, and authorize up to $292,494 to replace LED panels on the Now Arena monument sign.
The Public Works & Utility and Finance committees on March 23 approved a series of routine procurement resolutions that village staff said are intended to keep operations running and update aging equipment and signage.
Public Works staff asked the Public Works & Utility Committee to authorize purchase of four heavy-duty truck chassis from JX Truck Center (Bolingbrook, Illinois) for an amount not to exceed $605,380 and to allow the village manager to approve change orders up to 5% of the purchase price. Staff said the chassis purchases will be followed by upfitting for snow-and-ice operations and other divisions; delivery of the chassis was estimated at about one year. "These are mainly used for snow and ice operations," a Public Works staff member said, adding the purchases will come through the Sourcewell purchasing cooperative.
The request drew a question about axle configurations; staff clarified two of the trucks are tandem-axle and two are single-axle to meet different operational needs. The committee approved the resolution by voice vote.
Separately, the committee approved participation in the State of Illinois Central Management Services joint purchase of road salt for the 2027 season. Staff explained participating members must now submit the tonnage they anticipate; members are required to take at least 80% of their requested amount and may purchase up to 120% of it. Although the joint program asked the village to indicate 4,080 tons, Public Works staff recommended requesting 3,400 tons based on historical usage and current on-hand supply. The road-salt resolution passed by voice vote.
Also on the Public Works agenda, staff recommended awarding a one-year landscape maintenance contract to Vic Cardenas Landscaping (East Dundee, Illinois) with options for 2027 and 2028, at a cumulative amount not to exceed $250,000 (including an approximately $15,000 contingency). Staff said the village received seven bids and that Vic Cardenas was the lowest responsible bidder and has performed similar work for the village from 2016 through 2025. The contract was approved by the committee.
On the Finance Committee agenda, members approved a resolution to purchase and install new LED display panels for the Now Arena monument sign from Vermont and Maas Incorporated (Monee, Illinois) for an amount not to exceed $292,494. Finance staff said the existing marquee was installed in 2014 and that newer LED modules will have smaller pixel spacing (improving resolution from about 60mm to 10mm), greater brightness and improved readability. A facility representative noted the sign is part of sponsorship packages that generate revenue and estimated sponsorships associated with the sign have been worth about $125,000 annually. The resolution passed by voice vote.
What the approvals mean now All four resolutions were approved by voice vote during their respective committee meetings. Following typical municipal procedure, those committee approvals forward the signed resolutions to the full board for final ratification (if required by the village's rules); staff may begin procurement steps authorized by those resolutions, including executing contracts and managing permitted change orders.
