Byrd expressed frustration that the bureaucratic process had delayed the homeowner's plans and asked whether county email addresses listed on the county website were operational for follow-up.
The council did not take formal action during the meeting on the hardship request; staff and those involved will follow up through the county's permitting and legal processes.
