Newberry County Council approves ordinances, audit and an appointment in unanimous votes

Newberry County Council took up a series of routine and policy items at its March meeting and approved multiple ordinances, a resolution, an audit and a standing appointment, all by unanimous voice votes.
On old business the council approved second readings of Ordinance 010112026, a zoning text amendment allowing fences and walls within setback areas, and Ordinance 03-01-2026, which authorizes the county to enter an option-and-purchase agreement with Project Altair for economic development. The council then read and adopted Resolution 01-2026 designating April 2026 as Fair Housing Month and explicitly referenced the state Fair Housing Law enacted in 1989.
Council also voted to accept the county audit for fiscal years 2024–2025 as presented by Muldon and Jenkins LLC following a work-session presentation by the audit lead. The council approved a series of first readings and text amendments related to zoning and permitting: Ordinance 03-02-2026 (text amendment to allow outdoor retail sales within five feet of property lines), Ordinance 03-03-2026 (a text amendment authorizing staff to double permit fees for building before obtaining required permits), Ordinance 03-04-2026 (rezoning 8.34 acres at Folk Road and Calvary Church Road, TMS 335-24, from Limited Commercial to R2 Rural), and Ordinance 03-05-2026 (rezoning 3.04 acres at Leonardfield Road and US Highway 76, TMS 640-83, from RS single-family residential to R2 Rural). Planning Commission had unanimously recommended the two rezoning requests prior to the council's first readings.
For appointments, the chair nominated Kevin Whiteside to the Building/Fire/Nuisance Board (District 5); the council moved, seconded and confirmed the appointment unanimously. Several procedural motions (agenda approval and minutes adoption) were also taken and passed by voice vote.
