Newberry County awards R and T Grading contract to repave Plum Nelly Road; FEMA to cover majority of $93,149 project

Newberry County Council unanimously approved awarding a repaving contract for Plum Nelly Road in the Prosperity area to R and T Grading at its March meeting.
County staff presented the project as a response to storm damage from Hurricane Helene (2024). "FEMA has approved $93,148.93 for this project," said Miss Walter, the county staff member who introduced the bid package, adding that FEMA will fund 75% of the cost and the State of South Carolina will cover the remaining 25%, leaving no required county match.
Four bids were opened: Integrated Site Solutions — $216,483; R and T Grading — $84,230.80 (staff's recommended lowest responsive bidder); Satterfield Construction — $124,859; and Steve Paving — $84,628.90. Miss Walter told the council unit pricing was included for any additional work not covered in the lump-sum bid and that county funds include approximately $9,500 reserved for overages.
County public works staff member Josh described the engineering approach and scope: the road was previously chip-seal and will be resurfaced with hot-mix asphalt, applying a 2-inch surface course over the existing base. He said the project footprint is about 1,893 square yards — roughly a half-mile of roadway from Hamm's Landing to the dead-end cul-de-sac — with a target finished width of approximately 14 feet to conform with county paving ordinances.
Councilman Fulmer moved to award the contract to R and T Grading, Councilman Reeder seconded, and the council approved the motion unanimously.
The county will proceed with contract execution and construction scheduling under the FEMA public-assistance reimbursement terms; staff noted unit prices will govern any additional authorized work.
