Glendora library trustees recommend raising proctoring fee to $50 and charging 50¢ per fax page; motion approved 5-0

The Glendora Board of Library Trustees voted unanimously to recommend that the city council adopt two updates to the City of Glendora's master schedule of fees for fiscal 2026'27: raising the fee for administering or proctoring exams to $50 per test and charging 50 cents per page for outgoing faxes.

Interim Library Director Cindy Romero told trustees the changes respond to increased staff time and new vendor costs. "Our recommendation is that the board of library trustees approve for consideration by the city council the library's proposed updates to the City of Glendora's master schedule of fees for service for the fiscal year 2026-27," Romero said. She estimated the proctoring increase would yield about $300 annually based on recent volumes.

Trustee Long made the motion to recommend the fee updates and the motion was recorded as seconded by Vice President Vogel; the board voted 5-0 to approve the recommendation. The vote follows a brief discussion about service demand: Romero said the library "averages about 30 to 35 tests a year right now," and confirmed that students pay the proctoring fee.

Trustees also questioned the proposed fax charge. A library staff member told the board fax use "fluctuates" but noted the Glendora library is one of the few area libraries that still offers faxing and that use amounted to a couple of hundred pages a month in the recent review; the per-page charge is intended to offset a new monthly vendor fee for the fax service.
