The Flagler Beach City Commission on March 12 reorganized its leadership and approved administrative housekeeping measures. In a series of unanimous votes the commission appointed Eric Cooley as chair and Scott Spradley as vice chair and approved a separate resolution designating authorized signatories for the city’s bank accounts at Florida PRIME, the Florida Municipal Investment Trust, and PNC Bank.
The commission approved Resolution 2026‑22, appointing Eric Cooley as chair, and Resolution 2026‑24, appointing Scott Spradley as vice chair. The measures were moved, seconded and passed on roll calls that recorded five votes in favor and no opposing votes. Commissioners also approved Resolution 2026‑25 designating how funds may be withdrawn and naming the city’s authorized signatories.
Mayor King and city staff described the votes as routine organization of the body and part of the commission’s orderly transition after Commissioner Rick Bellheimer’s departure. City Clerk Penny called the roll for the measures and confirmed each passed 5‑0.
The votes will take effect immediately; commission members said staff would circulate any updated signature cards required by the banks. No public comment was offered on the leadership or signatory items during the meeting.
