San Gabriel council accepts Mission Playhouse strategic plan and approves $5,000 nonprofit startup contract

The San Gabriel City Council voted March 17 to accept a draft strategic plan for the Mission Playhouse and to authorize a contract, not to exceed $5,000, with attorney Michelle Frerich to prepare nonprofit startup documents.
Community Services staff and consultants from Arts Consulting Group (ACG) presented the plan, which lays out a mission—"San Gabriel Mission Playhouse celebrate diverse artistic voices by connecting artists, audiences and our community through shared experiences in historic cultural landmark"—and a vision to position the Playhouse as a cultural destination. The plan identifies four strategic priorities for the next three to five years: finalize an operating model and nonprofit structure; build organizational capacity and financial sustainability; expand and diversify programming; and enhance facility and visitor experience, including ADA and technical upgrades.
Nagaam Weebie of ACG and Playhouse staff described implementation tactics including staffing assessments, tiered rental pricing, capital-campaign planning tied to Centennial and Olympic opportunities, and technical assessments for sound, lighting and HVAC improvements. Staff recommended forming a nonprofit and brought forward a separate proposal to engage Michelle Frerich to prepare the necessary legal filings; staff said the $5,000 fee covers startup work while filing fees would be billed separately.
Councilmembers asked clarifying questions about the split between the one-time legal startup contract and a recommended future retainer for ACG to carry the implementation work. Staff said Michelle would handle legal formation while ACG would provide ongoing operational and fundraising support under a retainer to be brought to council later. The motion to accept the plan and authorize the contract passed unanimously (5–0).
Staff noted the strategic plan will be finalized by the council-designated committee and that ACG will continue implementation work under a future agreement. City staff also proposed that the city work with the nonprofit on capital fundraising to support facility improvements and visitor experience upgrades in phased campaigns tied to the Playhouse’s centennial.
