The council interviewed Joyce Downing, who sought appointment to the Culture and Leisure Services Board. Downing said she has lived in Cape Canaveral for 25 years, recently retired after a 30‑year career in physical therapy, and has experience in leisure programming and performing arts. She told council she would focus on community health activities, programming for older adults, events for newcomers and expanding youth programming.
Councilmembers asked about priorities and welcomed her volunteerism. The council later included the appointment on the consent agenda as Resolution 22604; the consent agenda approval passed 5–0.
Downing said she hopes to bring an "outside the box" arts perspective to the board and expressed a desire to help with meet‑and‑greet activities and other community engagement programs.
