The Bulverde City Council approved an ordinance to change zoning for roughly 4.635 acres at 1110 Bulverde Road, reverting a portion of a former Planned Development District (PDD) back to its base C-1 Commercial zoning at the applicants’ request.
Staff explained the PDD’s special authorizations were originally adopted to accommodate accessory structures and architectural standards that the legislature later repealed; after subsequent development, the applicants chose to return the property to standard C-1 to consolidate use and allow future site planning under ordinary commercial rules. A school representative told the council the site serves about 262 students in modular classrooms and that the rezoning would allow more flexible site planning for future classrooms and parking.
Council members asked clarifying questions about parking and the relationship to a nearby church that currently provides a parking agreement; staff and the applicant confirmed any specific construction, plats or reconfiguration would require replatting and building permits and would return with design details.
The council moved and approved the ordinance; staff emphasized that approval does not authorize any particular building concept or platting — those steps will be addressed through the permitting and plat review process.
