City staff brief council on Texas Water Company talks and 20-year supply report

Planning staff reported to the Bulverde City Council that Texas Water Company has not selected a pumping-station location and is negotiating with property owners outside the city, and that the utility has submitted a draft 20-year water-availability report to Comal County for review.
The report — described by staff as a long-term water-availability study the company has been preparing — has been sent to Comal County and will be reviewed before Texas Water Company briefs city staff and the council on its findings. “They are engaged at this time … in negotiations with property owners outside the boundaries of Bulverde,” staff said during the meeting.
Staff said the company views planning through its supply-source facilities (the North Shore plant on Canyon Lake) rather than singling Bulverde. “Texas Water Company has not selected a pumping station location,” staff stated, and added the company would keep earlier applications such as SUP 25-06 on the books while pursuing other sites.
Council members were told that only one water-service agreement currently exists in Mulberry (Thornbrook) and that additional agreements are unlikely before late 2026. Staff recommended Texas Water Company present the final water-availability briefing in a public session so the council and residents can review the findings together.
The council did not take formal action on the water report at the meeting; staff said they would return with scheduling details once Comal County completes its review.
