Summary
Beyond the Human Relations Commission ordinance, council approved contracts with HT Lyons, Patriot Workwear and Tenex, approved board appointments and personnel changes, introduced multiple easement and TIF ordinances for later public hearings, and approved a conditional $1,098,734 contribution to the South Bethlehem Greenway.
At its March 19 meeting, Northampton County Council handled several routine and project-specific items alongside the Human Relations Commission ordinance debate.
Council approved a personnel resolution for the public defender office that eliminates a part-time first assistant public defender position and creates a full-time equivalent, with stated salary and benefits included in the resolution packet. The motion to approve the personnel request passed 9-0. Council also approved a slate of executive appointments and reappointments to advisory boards ranging from aging services to parks and workforce boards.
Contracts for county services were approved by recorded votes. Council concurred with the county executive's recommendation to award contracts to HT Lyons Inc., Patriot Workwear, and Tenex Software Solutions/Data Center Warehouse; the votes were recorded as adopted (where noted, 9-0). Council introduced multiple new ordinances concerning tax increment financing (a Dixie Avenue TIF district) and several permanent easements and trail-easement amendments; public hearings and possible votes were scheduled for April and May dates listed in the meeting packet.
On project funding, council approved the South Bethlehem Greenway amendment resolution and directed the county executive to appropriate a contribution of $1,098,734, contingent on completion of listed preconditions including an environmental assessment, surveys, executed agreements of sale, title work, appraisals and a funding sheet. Council also transferred $15,000 from the 2026 contingency account to ArtsQuest to expand recovery-friendly "silver plots" at Music Fest 2026; that transfer passed 9-0.
Committee and liaison reports highlighted takeaways from a recent County Commissioners Association of Pennsylvania (CCAP) conference, including concerns about energy use by data centers and the discovery of a substantial outstanding state reimbursement for sheriff training funds. Council members requested follow-up briefings on several CCAP items.
The council adjourned after routine committee reports and committee scheduling announcements.
