"I move to not approve the minutes for December 8 as written," the committee chair said during the meeting, arguing the draft minutes failed to provide the concise summaries called for in section 4.11 of the bylaws.

Members who opposed approval said the county records the full meetings and that archived recordings make it possible to review details; others said a one- or two-sentence summary attached to each speaker would meet the bylaws' requirement.
