Mitchell council approves multiple downtown event permits, debates parking closures for ADA access

Mitchell — The Mitchell City Council approved multiple special-event permits on its regular agenda and debated how to balance downtown parking access with event-related closures.
City staff (filling in for Aaron Heeb) presented applications for several events at the Pepsi Theater and the Area Community Theater, including a LIT seminar scheduled for April 9 and Live at the Pepsi on April 30. Jesse Stroud of the Pepsi/Area Community Theater said the theater requests temporary parking-lot closures to provide a VIP experience and closer parking for older patrons and those with ADA needs, saying, “what we want to do is to provide them with the closest parking that we can possibly provide them as a VIP, and event experience.”
Council members raised enforcement and precedent concerns: one councilor said a blanket closure could create conflicts with other nearby high-use events — the Corn Palace tournament, a high school band concert and prom were all cited as potential conflicts — and asked how staff would ensure only event patrons used reserved spaces. Stroud described plans for signage and, if needed, parking attendants, and emphasized the theater’s desire to make events accessible to older community members.
Despite those concerns, the council approved the April 9 permit and later approved the April 30 closure after a roll-call vote. The council also approved a bike-show rally request from the Christian Motorcyclists Association for July 17; the applicant, speaking as the CMA president, described a family-friendly bike show with an ice-cream social and a blessing of cruisers.
A separate application for reserved spaces for the Area Community Theater’s multi-date Into the Woods run prompted extended discussion about limiting closures to Sundays or reserving a small number of VIP spots rather than full-lot closures. Council members suggested alternatives including a valet-style arrangement or reserving a portion of the lot near the building to reduce impacts on other events.
The council directed staff to use the standard event-permit process and signage practices while noting enforcement limitations for non-handicapped reserved spaces. No litigation, fines or new enforcement ordinance were adopted during the meeting; the council’s decisions were limited to approving the requested permits and offering direction for staff and organizers going forward.
The council’s next meeting is expected to include follow-up on scheduling conflicts and any recommended changes to event permitting procedures.
