Denver council rejects Vortex purchase order, adopts proclamations and clears block consent

The Denver City Council on Feb. 2 rejected a procurement resolution for a vehicle purchase order, adopted several proclamations and approved a block of items by unanimous voice votes.
Council put Resolution 26-00040 — described in the meeting record as a proposed purchase order between the City and County of Denver and Vortex Companies LLC for a replacement vehicle listed in the record as a Ford F-600 robotic system truck — on the floor for a vote after discussion. Council member Lewis urged colleagues to vote it down unless the procurement paperwork identified the appropriate subsidiary for the vendor under the city's MNA (minority-owned) procurement process. In the roll call, the council recorded 13 nays and the resolution failed.
The council adopted Proclamation 26-0100 honoring the Blair Caldwell African American Research Library, the Stiles African American Heritage Center, the Black American West Museum and Central Baptist Church for Black History Month. Council member Watson moved adoption and the roll call recorded 13 ayes. Community representatives invited to accept the proclamation thanked the council and described the organizations' roles in preserving Black Denver history.
Separately, the council adopted Proclamation 26-0003 recognizing Bienvenidos Food Bank's 50th anniversary and heard acceptance remarks from the organization's leadership, including Scott Wolf, board president.
Council then moved a block vote to adopt a series of resolutions and place multiple bills on final consideration. The clerk called the roll and recorded 13 ayes; the resolutions were adopted and the bills were placed upon final consideration and do pass. The council recessed until the scheduled public comment period at 5:30 p.m.
What's next: The council announced required public hearings on two upcoming bills: Feb. 9 for Council Bill 26-0056 (designation of 1555 N. Grant St. as a structure for preservation) and March 3 for Council Bill 26-0026 (zoning changes along West 32nd Avenue). The deadline to file a protest against bill 26-0026 was set for noon on Feb. 23, 2026.
