City staff said bids will open April 1 for the Pine Tree Estates improvements, a multi-element project that includes mill-and-overlay of local streets, water-line replacements, storm-sewer work to address recurring flooding (notably in the Bristol Cone area), and Pierce Boulevard traffic-calming features.
Jeff Taylor summarized the scope and said earlier budget planning had put the project at about $5 million (roughly $2 million for overlay, $1.5 million for water work, $1.5 million for storm and traffic-calming). Following recent additional storm-related items identified in the plans, updated cost estimates are now in the $6–7 million range. Staff said a large portion of the additional funding would come from Prop S dollars; the city currently has about $8 million in Prop S funds and planners expect to use some of those funds for this project while preserving $3 million set for the South Cherry project.
Bids will be reviewed after April 1; if proposals are in order staff intend to place a recommendation directly before council (anticipated April 6) rather than return to the committee in order to keep the project on the current construction schedule. Staff also said they will hold public information meetings and notify affected residents once a contractor is selected.
