Glendora's human services team told the City Council on March 24 that the city is expanding outreach and prevention services after receiving Measure A Local Solutions funding.
Human Services Supervisor Eric Dermeier said Glendora was awarded $180,536 through the countywide half-cent Measure A sales tax, with $100,000 directed to outreach and case management. Staff described how the funding supports short-term rental assistance, move-in aid and landlord incentives, and noted partnerships with local providers including the YWCA, Catholic Charities and East Valley Community Health Center for mobile medical services.
Dermeier summarized recent outcomes: two people were placed into permanent housing and 11 into interim housing since the last council update, and staff provided motel vouchers to individuals during severe weather (typical stays range from one to seven nights). The city's outreach team reported 49 new client encounters and 658 total encounters over the reported period; staff highlighted the value of coordinated case management aimed at preventing displacement.
Council members asked for details about eligibility and administrative costs. Dermeier explained that much of the grant is allocated to case management (the majority of expenses), with an administration line of about $12,000 for contract management and reporting. He said in some cases requests are deemed ineligible if households exceed income thresholds, are not Glendora residents, or fail to supply required documentation.
After questions, Councilmember Alawas moved and Councilmember Thompson seconded a motion to receive and file the homeless services update; the motion carried unanimously 5'0.
Next steps: staff will continue processing point-in-time count data with USC and LAHSA (results expected later this summer) and continue to use Measure A funds for outreach, prevention and short-term housing supports.
