Council approves extension and higher ceiling for city surf‑camp contract

The council unanimously approved an amendment to the city’s contract with Concept Creative to continue providing surf camps and instructional programs through June 30, 2028. Staff said the amendment increases the total not‑to‑exceed amount to approximately $1,465,315 (an increase of about $549,265) and maintains the existing revenue share in which the contractor receives 75% of registration revenue and the city retains 25%.
A city staff presenter told the council the program has been run successfully since 2007 and that in fiscal 24–25 about 825 participants were served. Councilmembers questioned whether the city should encourage competition by allowing two vendors for surf camps and suggested shifting the revenue split to an 80/20 split in favor of the city if multiple vendors competed in future contract cycles. “Competition is good,” one councilmember said, urging staff to explore options when the agreement next comes up for review.
Council discussed the projected revenue reduction resulting from corrected revenue math and approved the amended contract after deliberation. The motion to approve carried unanimously.
