Counsel and staff presentations Harry Gevis, manager of the commission’s licensing and financial evaluation unit, reviewed delegated approvals carried out between Feb. 1 and Feb. 28, 2026 (temporary licenses, endorsements and approvals under delegated authority) and read the specific names and positions covered by those delegations. "This memorializes the approvals that were granted by the commission's division of regulatory affairs via delegated authority during this period," Gevis said.
Individual qualifications and settlements The commission approved a stipulation of settlement and the resubmission application for Chastity Munoz, which—if approved—will license Munoz through October 2029 subject to the stipulation's conditions. The commission also granted plenary qualification to Luis Pinedo to serve as senior vice president and general counsel, North America, for Bally's Corporation following the division's recommendation. Separately, the commission granted initial licensure and plenary qualification to Ellie H. Kim to serve as vice president, payments and fraud for Caesars Interactive Entertainment New Jersey LLC and William Hill US HoldCo Inc., including a waiver of the residency requirement, and authorized a temporary qualification for Dominic Hammond to assume the duties of senior vice president, sports, for William Hill US HoldCo pending plenary qualification.
Votes and procedure Most motions were moved, seconded and approved either by voice vote or by roll call with recorded affirmative votes from the commissioners present. The commission also ratified the public minutes of its Feb. 11, 2026 meeting.
What’s next: The commission set its next closed session for April 8, 2026. There were no public comments during the public-participation portion of the meeting.
