Boulder City license board approves Class D-1 liquor license for Characters Unlimited

The Boulder City License Board unanimously approved a Class D-1 package limited liquor license for Characters Unlimited Inc., the board announced after a staff recommendation and a brief exchange with the applicant.

Staff told the board that Characters Unlimited, located at 79709 Foothill Court in Boulder City, submitted a satisfactory application on Jan. 14 and met the requirements of Boulder City code section 4-2; the Boulder City Police Department had completed a background check that staff said was approved. The Class D-1 license permits retail sale of sealed containers of beer or wine for consumption off the premises.

Olaf Stanton, who identified himself as owner of Characters Unlimited, described recovering from a fire earlier this year, rebuilding retail space and introducing a new Zoltar-branded wine. Stanton said the label includes a peel-off panel that "reveals your Zoltar fortune" and that the company expects distribution through a Las Vegas distributor, Campion Foods, for restaurants while also seeking to sell bottles directly in the Boulder City shop. When asked by a board member whether customers are primarily adults, Stanton said most customers are adults, with children occasionally present.

A board member moved to approve the license application and a second was recorded; the board voted in favor and the chair declared the motion passed unanimously. The board also approved the Dec. 5, 2024 meeting minutes earlier in the session.

The board closed the meeting after a final public comment period in which no callers spoke. The license approval allows Characters Unlimited to retail sealed beer and wine for off-premise consumption; any change of license type or on-site consumption would require a separate application and board action.
