The Tennessee Fire Commission unanimously approved allowing departments to use certified in‑house evaluators to perform practical sign‑offs and check job performance requirements (JPRs) for Hazardous Materials Awareness (HMA), Hazardous Materials Operations (HMO), Firefighter I and Firefighter II certifications, the director said, provided the office receives two‑week notification and an attestation form listing evaluator names and qualifications.
A commissioner moved to add the in‑house evaluators item to the agenda; after discussion the commission agreed to allow the practice but emphasized oversight safeguards. Director explained the attestation will include evaluator information and department attestation that 100% of JPRs were conducted and signed by qualified evaluators. Staff may audit notifications and send commission staff to observe evaluations; the instructor may not also serve as the evaluator.
Commissioners requested that the attestation form include a field for evaluator identification numbers so staff can verify qualifications in Acadis and avoid circumvention. The commission asked staff to update the attestation and course‑approval forms and to incorporate checks in Acadis to allow quick verification of evaluator prerequisites.
The vote was unanimous among present commissioners. Staff said they will implement administrative updates immediately and file any necessary rule language at the upcoming rules hearing.
