Commission declines to add a 20 mph school-zone speed reduction at Citrus Grove Elementary; orders targeted safety improvements

County traffic staff reviewed a decade of crash history around Citrus Grove Elementary and recommended not establishing a separate 20 mph school-zone speed limit because the critical crossing is controlled by a traffic signal and there have been no reported pedestrian crashes in the last 10 years. The county engineer and traffic engineer explained that school-zone reductions are most effective at uncontrolled mid-block crossings where crossing guards must stop traffic; when a traffic signal already controls the crossing, additional flashing school-zone apparatus can dilute driver attention and incur ongoing maintenance and programming costs.

Staff presented alternatives and estimated costs: a 20 mph school-zone deployment (flashers and relocation of existing beacons) would cost roughly $80,000, while a pedestrian overpass was estimated at about $5 million. Commissioners generally agreed with staff and voted unanimously to keep the status quo for now, but to expedite maintenance and enhanced pavement markings (high-visibility ladder-style crosswalks) and to present the traffic analysis to the school board and homeowners association. Several commissioners also suggested targeted enforcement or temporary measures if speed concerns persist.

The board asked staff to prioritize pavement marking and striping work that is in the county program and to coordinate outreach with the school.
