County proposes higher repair and emergency assistance caps in updated housing plan

Michelle Miller, director of Human Services, presented the proposed Local Housing Assistance Plan (LHAP) for fiscal years 2026-2029 and asked the board to approve submittal to the Florida Housing Finance Corporation. Key proposed changes included increasing the owner-occupied rehabilitation maximum award from $63,500 to $75,000, raising the emergency repair maximum from $16,000 to $20,000 and establishing it as a one-time benefit, increasing the disaster repair maximum to $20,000, and expanding rental assistance to allow utility deposits and incorporate a sustainability guideline to promote long-term housing stability.
Miller said the plan was reviewed and approved by the Affordable Housing Advisory Committee at a February public hearing. Commissioners asked clarifying questions about SHIP fund totals and allocation: Miller estimated annual SHIP spending has been about $1.5 million in recent years and that roughly 25% or less typically goes to rental assistance while rehabilitation constitutes the state-mandated majority. She explained rehab awards typically carry deferred mortgage liens (example: 15-year 0% deferred mortgage as a tool), whereas rental assistance is treated as a grant.
The board approved placing the LHAP on the consent agenda and approved it as presented.
