Council expands downtown DORA, clears concert activations at Troy Memorial Stadium

Troy City Council on March 16 adopted a series of ordinances to continue and expand the Downtown Designated Outdoor Refreshment Area (DORA) and to permit activation of temporary boundaries for scheduled concerts this summer.
Law & Ordinance committee chair Jeff Schilling told council the city must confirm continued DORA operation and that legislation be prepared to authorize the director of public service and safety to submit an application to the Ohio Division of Liquor Control for the expanded temporary activation boundary. The proposed expansion would include the Troy Memorial Stadium area, North Market Street to Staunton Road, the Troy Senior Citizen Center and the Miami County Courthouse Safety Building area; activations would require property‑owner permission and council approval on an event‑by‑event basis.
Council adopted Ordinance O11‑2026 amending DORA regulations to expand the temporary boundary and O12‑2026 completing the required five‑year review to continue DORA operations. Separately, Ordinance O13‑2026 permits use of specified property within the DORA for concert events on June 6 and multiple July dates; O14‑2026 authorizes agreements among the Director of Public Service and Safety, Troy City Schools, the Troy Area Chamber of Commerce and the Miami County Board of Commissioners for those concert dates.
Council also adopted Ordinance O8‑2026, allowing use of public areas and sale of beer for the 2026 Troy Truckyard event at Herlanger Park (subject to permits and liability insurance) and suspended the three‑reading rules to expedite approvals in several cases.
At a subsequent announcements segment, the Director of Public Service and Safety (Mister Titterington) said the June 6 concert will be free to attend but will use ticketing via an app so staff can contact attendees if necessary; he outlined rules the school system requires (for example, no chairs on the new turf, blankets permitted). He also described planned shuttle stops and road closures to accommodate the events.
Council members asked procedural questions about property‑owner permission, activation boundaries and event logistics; votes on the DORA and concert ordinances passed by roll call.
