Resident urges clearer agency accountability on Bureau of Reclamation project and raises xeriscaping concerns

During the final public comment period at the Feb. 26 meeting, Robin Baker identified herself and raised three related concerns about federal and local oversight of landscaping and historic-district protections.

"My name is Robin Baker," she said. Baker said she had sent a letter earlier in the week and asked who is responsible — at the federal, state, or local level — for actions by the Bureau of Reclamation that have affected near-district landscaping. She said she has not received authoritative information and asked for a clear conduit to learn whether proposals are being considered and which agency has decision authority.

Baker also urged that the Commission consider the urban-heat (heat-island) effects of xeriscaping on public health and on the historic district’s character. She asked whether federal rules tied to a Forest Service recognition (as cited in her letter) would apply to the Boulder City Historic District and said she was still seeking a definitive answer.

She closed by asking who is "actively advocating for Boulder City, the historic district," noting she is a property owner and wants to understand who monitors changes and provides owners with historic context. Staff and commissioners did not provide a definitive intergovernmental answer at the meeting; Baker said she would continue to follow up and expected more definitive responses.

The commission did not make a decision in response to Baker’s questions during the meeting; staff and commissioners acknowledged the concern and noted follow-up would be handled outside the meeting.
