City defends rapid repair of collapsed storm drain on Grass Valley Highway; staff will pursue potential recovery

City staff told council that an 18‑wheeler partially sank into the asphalt over a storm drain that conveys the Auburn Ravine, washing out the roadbed and creating a cavern beneath the pavement on Feb. 19. Public Works Director Angel Dean said rapid mobilization and a locally‑available contractor limited the extent of the damage and allowed staff to complete a replacement using steel‑reinforced polyurethane pipe (SRPE) within days; striping was scheduled for the following Saturday.
Dean said the damaged aluminum pipe failed prematurely and the SRPE replacement should outlast current generations. Staff explained that shipping alternative reinforced concrete pipe would have taken months and far higher cost, so they sourced SRPE from out of state to meet the emergency schedule. Council thanked staff and the contractor for quick action.
Council and staff discussed signage and enforcement to discourage large trucks from parking on or near the storm drain easement; staff noted the city does not own the underlying parking lot but retains an easement and that the property has signage restricting parking. The city attorney said it is possible to pursue recovery from the driver or company; staff said they will consult the risk pool and file appropriate claims. An engineering commenter urged consideration of fish‑friendly culvert designs when circumstances permit.
Council approved the emergency repair resolution. Staff said they have been mapping storm drain infrastructure and expect a full GIS map and assessment in 7–8 months to guide future maintenance priorities and reduce emergency risk.
