The Ballad Planning Commission on March 2, 2026 approved the final plan for the Baggett Subdivision, a two‑lot subdivision at 5535 Blackwell Road in the RS‑12 single‑family zoning district.
Director Derek Taylor summarized the application: a lot created by deed on Oct. 6, 2020 is not a legal lot of record under current rules (lots created by deed prior to June 1, 1981 would qualify). The applicant proposed subdividing the property into two half‑acre lots; staff recommended approval with conditions and noted the applicant will need variances from the Board of Zoning Appeals because both lots do not meet RS‑12 lot requirements.
Applicant Lance Lanier of Lanier Land Surveying stated his name and address on the record and confirmed agreement with staff conditions. Commissioners moved, seconded and then approved the final plan by roll call; the motion passed with affirmative votes from all commissioners present.
Next steps for the applicant include obtaining any required variances from the Board of Zoning Appeals and complying with the conditions listed in the staff report before recording the subdivision and pursuing building permits.
