Allotment committee approves amendments to rules of procedure to align with city code

Boulder City planners presented a package of amendments to the Allotment Committee's rules of procedure, and the committee voted unanimously to approve the changes on Jan. 6.

Nikisha Lyon, city planner with the community development department, said the edits bring the committee's rules into alignment with Title 3 of the City Code and reflect the committee's infrequent meeting schedule. "These rules were adopted by the committee, and they provide guidance on how to conduct committee business... So staff is proposing a series of amendments, in order to ensure that we comply with Title 3 of our city code," Lyon said.

Key changes include updating when chair and vice-chair elections occur (to the first scheduled meeting of the construction year rather than automatically at July meetings), shifting the regular meeting time from 6:00 p.m. to 5:00 p.m. to match other city meetings, removing mention of work sessions that the committee does not typically hold, and deferring some attendance and eligibility procedures to city code (section 3-1-6). The packet notes the committee last modified its rules in 2021.

A committee member moved to approve the proposed amendments on the dais, another seconded, and the committee approved the motion by voice vote. Staff told members the amended rules will be used to guide future procedures, election timing and quorum/attendance questions.

The committee then proceeded to an orientation on the city's growth-control ordinance and later considered a developer application that the amended procedures and scoring matrix would help evaluate.

The committee's approval was unanimous on the motion recorded in the meeting minutes; staff will incorporate any minor clarifications made at the dais into the final rules document.
