The police chief told the council he found no helmet law for bicycles or scooters in state statute after checking multiple jurisdictions.
The police chief and fire department staff recommended an education-first approach. Councilmembers supported a non-punitive program that could include helmet giveaways and school-based safety instruction. "I came from a jurisdiction where they were mandated statewide... but my preference for enforcing is through education," the police chief said, urging outreach over issuing citations.
Councilwoman Booth moved — and another councilmember seconded — a motion directing staff (police and fire departments) to begin an educational program focused on helmet safety for electric-bike and similar-device riders, with a focus on children and schools. The motion passed unanimously.
Residents who spoke during public comment reinforced the concerns and urged enforcement of existing statutes where applicable. Val Olsen provided NRS citations and urged the council to publicize the existing legal requirements as part of the outreach.
