Sheriff's Office reallocates CIP funds to buy generators and reassign jail-shower money to training berm reclamation

The Shelby County Sheriff's Office asked commissioners March 25 to reallocate existing FY26 capital improvement funds rather than request new appropriations.
Alicia Lindsey, chief administrative officer for the Sheriff's Office, told the Law Enforcement, Corrections and Courts committee the office sought to shift $350,000 originally earmarked for the firearms training-unit berm reclamation project to instead procure and install emergency backup generators at two addresses on Dovecrest (989 and 993). "We're not asking for additional dollars," Lindsey said. "We're just asking to reallocate the current dollars and to also appropriate those funds."
Lindsey then explained a companion item: the $1,775,000 originally approved for a 201 Poplar jail shower renovation would be reallocated to the berm reclamation because the berm project's cost estimates increased significantly (Lindsey said the berm project now estimates about $1,069,000). The jail shower renovation will be moved into the FY27 CIP so the county can finish required procurement and architectural work without leaving funds idle.
Commissioner Brooks asked whether showers remain functional; Lindsey said maintenance and vendors are making repairs and that the most dire needs will be prioritized, with full renovation planned for FY27. Commissioner Mills asked whether TCI (the vendor/oversight group referenced in discussion) would accept phased work; Lindsey said the county has maintained a running list of projects and will keep partners informed.
Votes and procedural notes: Item 2 (generator reallocation) passed committee with a favorable recommendation (4 ayes). Item 3 (jail shower to berm reallocation) also passed the committee (5 ayes) and will move forward to full commission consideration.
Budgetary and operational impact: Lindsey said the sheriff's office is not requesting additional funds; these are internal CIP reallocations. The committee referred budget-related items to Budget & Finance as required for amendments to the FY26 appropriation.
What happens next: Both items proceed with favorable committee recommendations to the commission and will appear on the upcoming agenda for final action.
