Phase 1 includes 48 lots. Staff said the developer has complied with required easement agreements and will post two bonds — performance and labor and materials — at 100% of the engineer's estimate, which the presenter said totals roughly $3,400,000 for the phase. City staff also reported the city expects roughly $210,000 in one-time revenue from fees associated with the phase.
Council members asked about timing and infrastructure. Staff and the developer said model homes could be under construction as soon as next month and that occupancy is anticipated later in the summer, with a parallel effort to form a community facilities district to help finance ongoing infrastructure and maintenance needs. The presenter said the developer began work at its own risk and submitted inspection records; the city reduced bonding requirements appropriately because a portion of the public improvements is already installed and inspected.
The council took separate votes to record the final map, accept the dedications, and authorize the associated easements; each action passed on a 5-0 voice vote. Council directed staff to coordinate a future groundbreaking announcement once construction milestones are set.
The decision clears the way for the developer to record parcels and begin the next steps for home construction, subject to the conditions and bonds described at the meeting.
