Barbe City Manor maintenance grant (Resolution 2026-039) The council authorized a funding request of $100,000 to Barbe City Manor for necessary building maintenance and safety projects at 680 Heche Boulevard. The motion was moved by Alderman Smith and seconded by Alderman Larson. The recorded roll call vote was: Powell ' Yes; Verbeck ' Yes; Larson ' Yes; Smith ' Yes; Mayor Barnes ' Yes. The resolution passed.
Single-axle dump truck chassis (Resolution 2026-040) and upfitting (Resolution 2026-041) Council approved purchase of two single-axle dump truck chassis from Trans Chicago Truck Group (not to exceed $223,394) and authorized an agreement with Bunnell Industries for upfitting the trucks (not to exceed $260,585.64). Both items were presented as budgeted capital replacements: the city's street division is replacing units aged 21 and 22 years. Motions carried by roll call with affirmative votes from the council and Mayor Barnes.
Fire Station 1 overhead doors (Resolution 2026-042) Council approved replacement of four overhead doors and three door operators at Fire Station 1 by Raynor Door Authority for up to $41,700 from the capital projects fund. The motion passed by roll call.
Cornfest permits and traffic regulation (Resolutions 2026-043, -044, -045) The council approved an omnibus set of resolutions authorizing a special-event agreement with Cornfest Incorporated, a nonprofit special-event liquor license, and an IDOT-regulated traffic plan for Lincoln Highway (Illinois Route 38) during Cornfest 2026. Officials said staff will coordinate with IDOT on closures.
Restaurant liquor license (Resolution 2026-046) Council approved a restaurant/bar liquor license application for DeKalb Wing Company LLC (DBA Buffalo Wild Wings) at 24666 Sycamore Road, contingent on state licensing; city staff reported that fire and background checks had been completed. The initial issuance fee would be nonrefundable under city practice.
Votes and procedure Most resolutions were moved by aldermen on the floor and carried unanimously in the recorded roll calls. Where roll-call votes were taken, the minutes record votes as "Yes" from the participating members and the mayor. Several members who were out for spring break were noted at the meeting's opening roll call and the council proceeded with a quorum.
Next steps These approvals authorize staff to execute purchase contracts and event agreements. Council directed staff to proceed with ordinance drafts on earlier agenda items where requested.
