County approves floor-replacement contract and a leachate-hauling price increase

The Board approved two procurement actions during the public meeting.
Brandy Kentner, director of procurement (S10), recommended awarding PUR1797 for floor replacement at the reporting center in Hagerstown to the lowest responsive bidder at $88,914. Kentner said the existing carpet tile system was delaminating and required removal and replacement; the recommended finished floor covering is commercial-grade vinyl with a 20-mil wear layer. The board moved, seconded and approved the award by voice vote (recorded as 4-0).
Kentner also presented a request to authorize a 5% price increase to the existing leachate-hauling contract (PUR1740) after the vendor cited higher fuel, insurance and wage costs. The original contract award totaled $430,400 and commenced July 1, 2025; the board approved the vendor's requested adjustment as part of the second one-year renewal, again by voice vote (recorded as 4-0). Procurement staff said funding for the increase is available in departmental accounts and that the county guarantees no minimum or maximum number of calls under the contract.
There was brief commissioner discussion about diesel prices and budget impacts; staff said they monitor fuel-cost changes and adjust purchase orders as needed.
