Council voted to authorize the interim city manager to sign the resulting contract (C 2026‑2) so the city can enter into the loan agreement.
Council also approved an amendment to task order 2024‑11 with HLA Engineering and Land Surveying to provide construction engineering and administration services for the project; staff said those costs were included in the SEED funding award. Staff reported bids will open April 1 in the City Hall basement, and that construction is anticipated to begin June 1, subject to long‑lead items (pumps and control panels).
