Planning commission backs Westminster annexation for Sheetz convenience store and fuel pumps

The Carroll County Planning and Zoning Commission on March 17 unanimously agreed to forward a favorable recommendation to the Board of County Commissioners for Westminster Annexation No. 72, an annexation petition from Padami LLC to allow construction of a Sheetz convenience store and fueling station at 10 Sullivan Road.
Planning staff told the commission the annexation includes about 1.4983 acres for the Sheetz site and approximately 1.446 acres of Maryland Route 140 roadway to create a contiguous city boundary. Staff said the City of Westminster intends to zone the annexed area B (Business), where convenience stores and fueling facilities are permitted uses. Staff concluded the annexation is consistent with the Westminster comprehensive plan and that no outstanding agency comments indicated the annexation would overburden county facilities.
"We recommend that the planning commission concur with the findings presented by staff and communicate support for the annexation to the Board of County Commissioners," a staff presenter said. Commission member motioned to concur and the motion was seconded. A roll-call vote recorded four yeas and zero nays.
The packet for commissioners included an agency-review summary recommending the city provide public notice by posting the property and notifying adjoining owners ahead of the city's public hearing. Staff noted that automobile service station uses in the city require a special exception but that the annexation would not substantially change permitted uses compared with the county's C-2 commercial district.
No members of the public addressed the commission on the annexation during the meeting; staff described the item as not requiring a full action beyond the commission's concurrence and said they would capture the support in a motion to transmit findings to the Board.
The County Board of Commissioners will receive the transmitted recommendations from the commission when the annexation is presented to the board on March 26, 2026.
