Lakewood staff outline 2026 CDBG and HOME spending priorities and timelines

City Program Manager Gumb presented the draft FY2026 annual action plan for Community Development Block Grant (CDBG) and HOME funding, describing program goals, prior spending and recommended allocations for the coming year.
Gumb told council the city expects to receive about $480,000 in CDBG funds and roughly $250,503 in HOME funding. Staff recommended allocating approximately $412,719.83 for major home repair (estimated to serve seven households), $25,000 for emergency assistance for displaced residents, $10,000 for CDBG emergency payments and $12,000 for administration related to HOME reporting. Staff also anticipated about $100,000 in program income to replenish revolving loan funds.
Gumb noted the federal timing: a 30-day public comment period runs April 1—30, a public hearing before council is scheduled for April 20 and the final annual action plan will be submitted to HUD by May 15 for an effective program year beginning July 1.
Staff said past CDBG/HOME investments since 2000 include roughly $7.8 million in housing, $4.8 million in infrastructure and about $1 million in public services. The annual action plan will return to council with public feedback and planning-commission recommendations.
