Staff noted the comprehensive plan currently designates the area as medium-density residential but said the lack of sewer infrastructure and existing local conditions make agricultural zoning reasonable for this parcel. The staff member recommended that the commission recommend approval of the rezone.
An applicant/neighbor at the meeting confirmed the presence of an adequate well and septic system on the property. A nearby resident spoke during public comment to express concerns about possible future uses, asking specifically that no smokehouse be located near his property. The resident also made an alarming aside about firearms: "I got guns everywhere, and I'm not afraid to use it," which the chair recorded as on the public record.
A committee member moved to approve the rezone and another member seconded; the commission recorded a unanimous recommendation, 4-0.
The recommendation advances the application to the next procedural step for final city action.
