Summary
Clackamas County staff presented a $120,000 funding request for the Willamette Falls Locks Authority; commissioners asked for a detailed update and financial path before approving additional county contributions.
County staff summarized the county’s long involvement in efforts to transfer and restore the Willamette Falls Locks and said the Willamette Falls Locks Authority has requested a $120,000 contribution to maintain operations during the federal‑to‑local transition.
Staff noted the county previously provided $120,000 over three years (funded by lottery dollars) and cautioned that the county had indicated it would not provide additional funding at the time. The presentation reviewed the locks’ history, federal funding declines over decades, and the authority’s transition planning.
Commissioners expressed differing views. One commissioner referenced state investments to other related entities (noting a referenced $45 million to the Willamette Falls Trust) and said that those dollars were separate from the Locks Authority effort. Other commissioners emphasized limited county general‑fund capacity and suggested any new contribution should come from lottery revenues, not the general fund. Several commissioners asked for a measurable outcome, a clearer financial path and a status update on whether the locks will reach operational milestones before committing additional county funds.
County Administrator Gary Schmidt said staff will invite Willamette Falls Locks Authority representatives to present a fuller update to the board so commissioners can evaluate progress and funding needs before making a decision.
No formal motion to provide additional funding was made at the March 31 meeting.
