Joint budget subcommittee on public protection opens, adopts procedural guidelines and lists agencies for review
Summary
Cochairs convened the joint budget subcommittee, read and affirmed rules governing procedure, alternates, and reporting, and listed the judiciary, DOCS, DCJS and other agencies that will be considered in the public protection budget review.
Assemblymember Jeffrey Dinowitz, chair of the Assembly Codes Committee, called the April meeting of the 2026 joint budget subcommittee on Public Protection, Criminal Justice and Judiciary to order and introduced assembly members and minority delegates present.
Senator Zellanor Myrie, cochair and chair of the Senate Codes Committee, read the subcommittee guidelines that will govern deliberations. The rules say the cochairs will determine parliamentary procedure, unresolved procedural disputes will be referred to the General Conference Committee, cochairs will designate recording secretaries, alternates may participate but may not vote unless designated to fill an excused vacancy, and no proxy participation is allowed. The rules also state that subcommittees must limit deliberations to their subject areas and that no report will be filed without an affirmative majority vote of each house's delegation on the subcommittee.
Myire named Shamir McCain as the senate recording secretary; Dinowitz introduced Jordan McMaster as the assembly recording secretary. Dinowitz then cataloged the agencies the subcommittee will examine during budget negotiations, listing the judiciary and Office of Court Administration; the Department of Corrections and Community Supervision; the Division of Criminal Justice Services; the Division of Homeland Security and Emergency Services; the Office of Indigent Legal Services; the Department of Law; the Commission on Judicial Conduct; the Division of Military and Naval Affairs; the Office for the Prevention of Domestic Violence; the Division of State Police; and the office of victim services.
The cochairs said staff will continue consultations with members and that future meetings are planned as the budget schedule proceeds. The subcommittee adjourned after members made brief opening remarks.
