The Mount Vernon City Council authorized the mayor on March 25 to execute a professional‑services agreement with Transpo Group to design Phase 3 of the Kulshan (Colschen) Regional Trail lighting project.
Frank Reinhardt, the city’s capital projects manager, told council the four‑phase lighting program installs conduit and pedestrian lights along segments of the trail and includes camera capability to enhance security. He said the Phase 3 segment covers the trail between 18th/LaVenture and 30th and that the project is federally funded through the Skagit Council of Governments (SCOG). "This project is federally funded with transportation grant that we secured through SCOG," Reinhardt said.
Reinhardt explained the city publicly advertised the federally funded project and received one Statement of Qualifications; WSDOT Local Programs approved a process to interview and award despite fewer than three submittals. He requested authority for the mayor to execute the Transpo Group A&E agreement so the city can complete design and meet federal environmental and permitting milestones needed to obligate construction funds by the end of the year.
Council approved the authorization by voice vote. Reinhardt said design work will be followed by additional phases and later actions to obligate construction funds.
