Marion council approves $5 refuse fee increase, 3% annual adjustments through 2031

The Marion City Council voted to raise the city's residential refuse-collection fee by $5 for the remainder of 2026 and to apply a 3% annual increase in 2027 through 2031.
City administrator Brian (speaker 3) told the council the change is intended to keep refuse service under city control and to recover costs over the next five years. "This will be a cost recovery effort to maintain our cost recovery over the next 5 years," Brian said during the presentation.
Zach (speaker 5) moved to approve the plan; the motion was seconded and carried without further discussion. Mayor (speaker 1) noted refuse rates had not risen in roughly a decade and said the increase would help the city maintain streets, alleys and utility systems.
The council emphasized the approach is aimed at aligning Marion's rates with comparable cities and covering enforcement and service costs, not generating surplus revenue. The increase affects residential customers immediately for the remainder of 2026 and will adjust annually by 3% through 2031; council will revisit the schedule at that time.
The motion passed by voice vote. Councilmembers present signaled unanimous support during the roll call.
Officials said the city will publish details on billing and timing once administrative steps are complete.
