Board removes redundant language from harassment policy after debate

The Spooner Area School District Board of Education voted to amend policy 5517 during its regular meeting, removing a phrase referencing a “group of students” and excising a clause that described “express prejudice against a particular group.” The change was proposed amid debate over whether the language added legal clarity or merely repeated protections already in the district’s harassment and bullying policy.

Board member (speaker 9) moved to strike the phrase; the motion was seconded by another board member and carried by voice vote. Proponents, including a board member who said the existing harassment definition already covered both individuals and groups, argued the extra language was redundant. One member cautioned that groups can be targeted and suggested clearer wording might be preferable; after discussion the board approved the narrower text.

District Administrator Dr. Aslan confirmed the board had received supporting emails and background materials explaining why the change was proposed. A board member who asked for clarification noted that harassment definitions already include hate speech directed at a student or students and said the revision was intended to streamline the policy without reducing protections.

The amendment applies to the first/second reading package of Neola policy updates under consideration; the board carried the amendment and then adopted the remainder of the proposed policy changes for this reading.

The board indicated it would continue refining policy language as needed at future readings and will provide finalized wording before the second reading. No further public comment was recorded on this item at the meeting.
