City attorney says charter review committee is ready; council prefers to receive proposals after committee concludes

City attorney Stokes reported to the Sebastian City Council on March 11 that the Charter Review Committee (CRC) has completed an initial review of the city's charter and is preparing to refine proposals. Stokes said one option would be a joint meeting between the council and the CRC to allow earlier council input; he noted that such a meeting would need to be advertised as a joint public meeting.
Council members responded that they prefer the traditional process — let the CRC complete its work and then present proposals to council and the public for hearings and a final council decision on what goes to the voters. "I kind of like that idea of letting them do their work and then bringing it to us," one council member said, noting the committee's in‑depth review and the importance of letting community members on the CRC finish their deliberations.
Separately, Benton updated council on an Indian River County coalition meeting with municipal managers and staff, including a discussion with a federal congressional representative about potential federal funding opportunities; Benton said the group submitted a list of candidate projects for next year’s funding cycle. He also outlined ongoing road paving work across the city through April — weather permitting — and announced two long‑term city employees, Rich Ikini (code enforcement, retiring March 20) and Dory Bosworth (retiring after 31½ years, last day this month), thanking them for their service.
What to expect next The CRC will continue its review and deliver proposals to council; council members may discuss CRC proposals in public hearings before deciding what to place before voters. Staff will continue paving operations and track retirements and any staffing transitions.
