Council recommends holding Restoration House funds as reimbursement pending receipts

Councilors discussed Restoration House’s multi-year renovation and expansion project and recommended that next fiscal-year funds be released on a reimbursement basis once eligible costs are documented.

Presenter confirmed the organization submitted construction receipts related to last year’s award, and members said the larger redevelopment has been discussed for multiple years. Councilors expressed concern about rising construction costs and project timing. One member noted the project includes 10 new long-term units and additional beds; another observed some design changes had required updated approvals.

Given the project timeline and cost uncertainty, multiple councilors proposed paying next-year funds only after the organization submits eligible receipts for costs incurred after the start of the fiscal year. “It should be on reimbursement basis,” a Council member said, and others agreed that reimbursement language should specify eligible costs after July 1.

Staff will apply a reimbursement condition to the tentative $15,000 recommendation for Restoration House and will confirm whether outstanding reimbursements from prior awards have been submitted.
